you dont need a mac - firewire is the mac name for the IEEE1394 standard.
any pc video port capable of dealing with firewire, i.link or IEEE1394 will
handle the DV. mac users seem to gloss over this for some reason... :)
as for software id go for premiere, its damn good and comes with all the
standard codecs you'll need - since its for the web you'll just need mpeg-1
anyway.
