Pretty much the way I'm doing it (and boy is it tedious work) except
that I'm cross-referencing everything with Yell,

I don't know the legal issues behind this - but when my previous
employer put together a tourism site for a client he got a temp in to
literally hand type the whole of the Thompson Local Directory for the
town into into a Filemaker database. This was then used as the basis of
the site's business search.
These were known as "basic" listings - businesses who wanted more info
and a description, links, email and whatnot were then charged for the
privilage.
