VAT on business and private petrol expenses

My business mileage reduced recently, so I just called the VAT office to ask
whether I can stop paying the scale charge (having failed to find a clear
answer on their web site). They said I can just switch to claiming back VAT
on the business element of petrol expenses. Good news for me, but different
to the answer I got a few years ago, and I do not recall having seen a
notice of change in the treatment of VAT on private fuel. Does this sound
right to you?
