I would suggest you first decide which alternative operating system you want
on there.
If you are going for Windows 98SE, for example, the best to do it is to
probably do it like this:
Delete win.com from Windows directory
Rename Windows directory
Reboot PC with Windows 98SE set up floppy disk and with CD-rom for Win98SE
in the drive.
Install Windows 98SE
You will then have to reinstall all the other programs, unless you can get
their registry entries from the old Windows Registry in the old Win ME
directory, to put into the new Win 98SE Registry (not sure how you do this
though).
But at least this way all your data will still be intact.

If, however, you are not going to use Windows at all, then I suggest backup
all your data to removable disks such as Zip disks, CD-R, Jazz disks,
Superdrive LS disks, or whatever you have that can store 100 MB or more of
data on one disk.

Make sure you also backup any setup files that are only on your hard disk,
such as those you downloaded from the Internet, that you will use with the
new OS that you install.

Boot the PC with the new OS floppy disk or bootable CD-rom.

Install the new OS.

The only way you can really uninstall Windows ME is to delete everything in
the Windows directory, which you cannot do when in Windows, you will have to
boot with an alternative operating system, such as a Win 98SE boot floppy
disk.

Anybody any ideas on how to uninstall ME on PC when -

The program isn't showing up in add/remove programs.
The unistall thingy in the windows folder can't find the
right log file
The client doesn't have the original disk.

Is it possible through DOS or are we talking HD formatting ?
