I have had replies, and even nearly got some work once or twice.

I doubt other freelancers would post a dummy project very often, but I am
pretty sure that clients use this as a way of getting low quotes, which are
then used to negociate down the price quoted by the supplier they always
planned to use in any case. If you see what I mean. C'est la vie. Contract
agencies have long been used in the same way.
