Thanks for the comments unfortunately it wasn't/isn't the Isn't this just
Tools / Internet Options ... / Security / Internet /
Custom Level ?
Or
tools>internet options>advanced tab>restore defaults

Tried both of those myself don't know what it was BUT I followed Ecky's
advice and rolled back to 5.5 and it is now working.
