You don't say what message you got when you tried to delete the file.
Check your security settings and make sure you have applied at least sp1 .
WinXP Home is a black art, but Pro is just 200 with a few bells and
whistles. I suspect it has nothing to do with FTP at all and plenty to do
with file ownership. The concept of permissions and ownership is much the
same as Unix or VMS. If it's Pro, an Administrator can take ownership of the
file and delete it. If it is on a remote share, you must have sufficient
permissions on the share as well as on the file--it's usual to control
access with file permissions and leave shares open BTW. I have absolutely no
interest in Home (or ME) so I can't help there.

You don't even need an extra FTP program (check that the ones you are using
run on XP, if they were written for 95, they probably don't), you can just
use Explorer or type at the command line just like the good old days.
Transfer problems sound more like a crap connection than anything else, but
if you are using a personal firewall, including the XP one, you might need
to set passive mode for FTP (you _sometimes_ have to do this with cable and
ADSL modems also) The article on support.microsoft.com about troubleshooting
Internet connections in XP is Q314095; the article on the XP firewall is
Q320855.
