Hi Robin,
Are you on *nix or win?
In httpd.conf on *nix Apache has a parameter called "MaxClients" - set
that to whatever you need. The default is 150. Not sure how you would
give the "too busy" warning. Suggestions anyone.
There are load sharing DNS tricks that can be done to redirect traffic
but I have no experience of those.

I have a small freebsd server running apache and bind 9. Its getting
hit hard today owing to the launch of a new site, how could I restrict
the number on concurrent users, and redirect users that subsequently
couldn't get on, to a page saying server is busy, please come back in 5
mins etc..?
