As per my second post. First point is place an integer value into the
variable not a string as you appear to have been doing.

Yes. You need to log on as a moderator (or contact the moderator) and pick

I believe that with IIS 5.0 you can monitor process accounting stats and if
excessive the site can be 'throttled' to stop it consuming too much
resources. It would require that the dodgy site...
