Very, very low.
As well as putting a post on freelancers.net, Elance.com and Guru.com are
good ways to get in touch with offshore developers whether it's in Malaysia,
India, Argentina, Former USSR etc.
India's a popular choice for development because salaries are v. low but
standards are v. high and English is an official language.
Unless your client is a multinational then they'd probably be better of
using an existing software house than setting up their own office.
The running costs for an office are a lot lower due to rent and regulations.
Plus a lot of places will have 3 teams running in 8 hr shifts so you can get
things done very quickly.
I'm sure there are a few moral questions to be asked (such as why don't you
wan't to pay 10 times the price to me in London?), but that aside it's a
very tempting option.

Hi there
I have a potential client who is thinking of having some developemnt done
out in Malaysia.
So that I can decide whether or not to take this possibility further, it
would be nice to have some idea of salaries in the region.
The main skills required are: Linux (development and admin), HTML, DHTML,
JavaScript, PHP, Perl, Sendmail, POP3, Webmail, MySQL, XML. Also there will
be some project management required.
If anyone has any idea of the salary for any such developers and approx
office running costs, I'd appreciate it.
