Keith, server side includes - all the advantages of a frame and none of the
disadvantages. Sounds daunting, but is basically just calling a seperate
html file embedded in your page.
So you have the nav in an include - any changes you make to that one file
will be magically reproduced across the whole site. And, you can have more
than one include per page, so the image bar, the contact details, anything
that is liable to change, go in includes, so you don't have to rewrite loads
of pages.

is a reasonably easy to follow guide. I'm sure there'll be plenty help if
you come unstuck, but frames are bad, bad, bad...
