DHTML and quite a bit of effort, I'm afraid.
What I tend to aim for is using HTML as it was originally intended; namely
you provide content and let the browser handle the presentation.
While it is no longer always acceptable to keep things so simple (and not
quite so necessary since most browsers are at least halfway decent) I find
it still pays to keep this philosophy in mind. I personally find it better
to have a site that is 90% brilliant on most target browsers than 100% on
just one which is often what you get if you try to dictate the layout too
rigidly. Also you may get problems when people change screen resolution or
default font. Because of the screen or peoples' eyesight, they may change
from the default fonts (allowed by the browsers) and upset your layout.
It is generally possible to get a complex layout to look the same in
multiple browsers, but the work involved can be massively time consuming and
may involve so much complex javascript and serverside sniffing that it
becomes uneconomic to persue on all platforms.
To sum up, my feeling is to make it look good in as many platforms as
possible, but don't try too hard to make them look identical or it will cost
you too much in time and bloodpressure. Also, don't try too hard to treat
web pages as if they were a physical media. The O'Reilly Javascript books
are worth getting, as are the JavaScript and DHTML VisualQuickstart guides.
I reccomend these to all my developers when they need references. There are
also a few good websites that can help.
Oh yes, and also have as many browsers on hand as possible and make frequent
checks on each to see how things are going :)
