Perhaps, but in most cases, it seems that the design depends on a colour
that hasn't been specified. Just lately that's been a problem with so many
sites submitted for checking that it gets people (who are giving their time
free) upset. Same if a font face or size isn't specified (or font can't be
found) but the design breaks if you're not using the same as the designer.
Like most things, Paul's comment has a history...
