I have now removed the tags from the navbar page, is this now okay??

You seem to be making a common mistake with server side includes of
having header information in both the 'including' and 'included'
files. As a result you get two lots of , , , etc.
tags.

You need to think about what HTML will be produced AFTER the files
are parsed together.
