I thought the traditional way to do this is to record the voice speaking
slowly and then play back at double the speed. I recon this can done
with a pitch shifter. A search for "Audio Pitch Shifter Software" should
give you some packages that do this. Some PC audio cards have this
functionality in hardware.

My client wants to have a voice over on a game I've developed for him.

game is in flash...sounds simple....
The problem is, it has to sound like a duck...
anyone know of any sound efects software, preferably free out there that
might do this for me...sort of acting like a filter?
