it's all in one folder, the one specified in tools options maintenance.
Technically it's tied to the identity of the OE install, but you can
reimport it to a new install as long as you have ALL the files.You can
export your account settings to an iaf file (which you just double-click to
restore. Don't forget your address book. It is easy to export it to a CSV
file and then back it up.
If you have Outlook (even if you don't use it) it's much easier to access
old emails if you export from OE to outlook and then save them in logically
grouped separate PST files. With an OE restore, it's all or nothing, but you
can add additional PSTs to Outlook at any time.
