This is quite normal with a modern ACPI motherboard and IRQ sharing/steering
(but is usually IRQ9). If you need to change IRQs, you must disable ACPI in
the BIOS (this could be your problem anyway).

It's more likely to be a not quite ACPI compliant BIOS or a bad driver
