pc boot problem

After the xmas break one of my clients has come back to work to
find one of their pc's dead. After swapping boards and power supplies
I've got he fan turning on the cpu. But there's no beep on start up
not even when taking out the ram to force one. Am I right in thinking
this could be a cmos battery problem ?
