Only for local security. I wouldn't use FAT32 for a standalone machine
either, but it's a user/file security issue, not a network or server
operating system related issue.
In fact if they have never had local file security, they are more likely to
have "issues" (like locking people out of local files) with NTFS than FAT32.
Especially as NTFS perms don't work quite like Netware rights.
