More or less (I've had a brief play).

Basically it goes to the website (so the user needs to have the appropriate
username, password, url and access method) and edits a copy of files it
downloads therefrom. In addition, it creates folders and documents /in the web
space/ to provide locking, history, rollback, etc.

Its a very cunning solution. Once you get beyond the basic you can do things
like prevent users (of contribute) from changing anything other than content,
you can give them templates to allow creation of new pages etc. etc.

To be honest its a glorified kludge... but no less impressive for all that.
