A lot of the problems stem from the way in which we are positively encouraged
by our culture to casually disregard some of the rules - motorists are
particularly bad for this (although littering is another that no-one seems to
care about) - this casual disregard of the rules tends to escalate (in some).
I know the above is a tad simplistic, and there is also the question of
whether (all) the rules are reasonable and so on and so forth and whether they
really do represent the culture we'd like to live in etc, etc, but I'm not
entirely wrong )-:
