Fundamentally, yes! See my other posting - speed limits are fixed
across a broad spectrum of vehicular traffic. Apart from restrictions
on HGVs, coaches, etc this entitles a mediocre, ancient car (with an
MOT) to drive at the same speeds as a far more sophisticated car when,
in some cases, they're just not capable of it.
