Erm, if you're not registered then you shouldn't be adding it on to
the invoice. Just quote them the price for the job, charge the price
for the job, VAT is a complete non-issue.

If you're applying for registration and will likely be registered by
the time you actually invoice them, then you should probably indicate
such on the quote - they won't be happy if they suddenly get stuck
with a bunch of extra cash for VAT, particularly if they're not
registered themselves.
