I suspect its to do with fraud prevention and the like - there are particular
concerns for people with access to potentially sensitive information about
other people (one of the joys of being a developer...)

My guess is that its a shotgun approach to protecting the company from any
liability - but equally, anyone with programmatic access to a mobile phone
provider's databases is presented with "opportunities".
