I meant that an accident at 20mph wouldn't hurt as much as an accident
at 200mph.

I agree that drivers travelling excessively slowly are just as much a
danger as drivers driving excessively fast, especially when a driver
speeding at 15 mph over the limit catches up with some one driving at
15mph under the limit.

My point was that in the circumstance I described speed was not a
contributory factor to the accident, but was most likely a factor in the
severity of the injuries caused.

The point I was failing to make is that it is *all* about excess.
