There are plenty of programs that let you build panoramas from multiple
stills.
To take them it's best to use a tripod, and make sure there is plenty of
overlap between frames as that's what the stitching programs use.
For the Mac then Quicktime VR is probably what you want, for the PC there
is a host of solutions at varying prices. Many of them still produce
Quicktime VR output, which is probably the best display format if you want
to avoid site-specific viewing applets.
Some which seem well-regarded are Panavue Image Assembler and Panorama
Factory.
There isn't a third party alternative to the Ipix method of using just two
exposures with a 180 degree fisheye as they have patented the process.
