I took a starter motor to portugal once, they sent it to the engineering dept at the airport, where they proceeded to take it apart
then re-assemble and seal it in a cardboard box with official airport security tape, when i landed the portugese airport staff
spotted it and immediatly charged import duty on it... to make a bad day worse when they took the thing apart they broke a wire
inside, so I had to fix the thing anyway

Fine, except that:
"You must not include in checked baggage ... computers, electronic devices, ..."
So it has to be carried on.
