Sounds like rubbish to me. It might be against their T&Cs but I fail
to see how it can be illegal.

FWIW I have a "domestic" NTL account consisting of two phone lines
(one home, one work), the basic TV package and the cable modem
service. When I went with them they didn't *do* a business service in
my area, and AFAIAA they've always known that one of the lines is for
work, and the CM is used almost totally for work. I shall get very
short with them if they try to bump me onto a different account :)
