Hello to everyone. Am I breaking the rules of the forum by asking this ?

I am looking for quotes (ballpark only) on the following project (1st of
3 that I am pushing ahead with). I am currently doing the business plan
for this so there is no guarantee that this will actually happen,
although my projections look good at this point. I don't yet have all
the skills necessary so it is easier to get one person or company to run
with it. Hopefully the information I provide will be enough for a rough
idea. Any quotes will be filed and considered when the project starts,
in probably 2 to 3 months time. I would far rather give one of you the
work. There is a pretty good chance that if you get the business then
other projects will go your way to.

The site will allow users to create there own mini websites with the
minimum of fuss and effort. It is almost like a hosting site except that
it will be for non-competent users and the space is for a very specific
purpose only.
Database driven site with potentially 10's of thousands of registered
users.
Users will sign up for opt in email and or pay annual or one off
subscription.

Secure visa/mastercard/switch and paypal worldpay, others may be
required.
Email confirmation and printable invoice page.

Three packages will be available to registered users, this will allow
upload of text, audio, video etc dependent on which package they buy.

Registered users can make there webspace open to all to view or password
protect it for limited access.

Webspace should be available through very simple control panel and allow
directly or through custom or 3rd party software or interface the
creation and simple upload of material.

Registration facility and login for registered user.

Users webspace Search facility initially using Surname and or city /
county / country.

Registered user forum.

Searchable help database.

I have estimated that the basic site will be around 11 pages to start
with. In addition there is the customer control panel and the customer
webspace.

Will require an unlimited webspace package with unlimited transfer per
month.

Site translation to other languages; eg French, Spanish, Italian,
German, Dutch, Portugese (probably a total of the 10 most common.
