Do you not consider it quite conscientious that potential bidders ask
lots of questions first to form a proper understanding of the requirement=
s?
Or would you rather deal with the kind of person who can read a vague
brief and just pluck a figure out of thin air?
Your brief had lots of scope for variables that could become simple or
complex. If you want proper quotes, go and write a proper brief detailin=
g
all the requirements, not some vague draft that has been knocked out in
an email.

This is more than just a job for a designer, there is a lot of back end
work to implement.

No such thing, any ISP who does this you should steer well clear of,
because it means they don't have a viable business model.
