Translation: good work will require paying reasonable fees, fair point.

Translation: I wanted a whole load of people to tell me how much this
idea is going to cost, to enable me to write the business plan for it,
but they didn't and now I'm going to whine about it.

Do you not consider it quite conscientious that potential bidders ask
lots of questions first to form a proper understanding of the requirement=
s?

Or would you rather deal with the kind of person who can read a vague
brief and just pluck a figure out of thin air?

Your brief had lots of scope for variables that could become simple or
complex. If you want proper quotes, go and write a proper brief detailin=
g
all the requirements, not some vague draft that has been knocked out in
an email.

This is more than just a job for a designer, there is a lot of back end
work to implement.

As for "Will require an unlimited webspace package with unlimited transfe=
r
per month."

No such thing, any ISP who does this you should steer well clear of,
because it means they don't have a viable business model.
