Are you sure you haven't got a broken Ctrl key?
Alernatively, you might have accidentally triggered "sticky keys", the
disabled access feature in windows. I think that you have to hold the left
shift key on for 10-20 seconds and a pop-up window appears asking if you
want to turn it on/off.
