Yes, but it would have been worded better to actually state the final
percentage but at first glance i would probably thought the same.

A client was once adamant that I had worked out my staged % payments
wrong. She reckoned after she payed 30% upfront, the following 40%
should have been 40% of the remaining balance not the original amount.
It took ages to persuade her that if i keep taking a % off the balance
there will always be something left to pay! Nice try.
