FN-FORUM: portfolio site Check

I've been doing web and design for some years now, and my old portfolio
was mostly about my fine art works. Since I'm trying to make the msot of
my living from WEB and Graphic design, I put under-construction version of
my on-line portfolio on WWW.
I really have no time and energy to make it look as I think it should be
done, and I wait for the right time to completely devote to that work
(instead of making another half-done version).
My question is am I right thinking it's better to have examples online
even in the simplest html form (even when advertising WEB designing), or
should I try promoting myself ONLY by sending URLs to possible clients in
mail?
