Its an outrun.INF file!

The one from .net looks like:

[autorun]
OPEN=SUPERCD.EXE
ICON=net.ico
[END]
[Install]
Valid=4ie6u3

I assume that you could just make it say
[autorun]
OPEN=FILE.HTM
ICON=icon.ico
[END]

I'll try it in a bit and let you know!
