Hey Lindsey,
Much good advice has already been offered, so I won't go repeating stuff.
The only thing I would say is to find out why the design is being tendered.
Is it a redesign of an existing site, and if so, why? Is it a new venture,
or a site for a company that's just getting their online presence sorted
out? If the former, find out what market they are after. If the latter, find
out what they hope to acheive by having a website set up. These are all
questions that should help you with your pitch.
Being a programmer monkey, I usually don't get involved with pitching, but
the company I work for recently won a tender to do some redesign work for a
drinks company. The ideas we presented were good, but the killer point is
that we were the only company out of four or five to ask why they wanted to
redesign rather than just taking the brief and getting down and dirty with
Illustrator, and thus our presentation was the only one remotely close to
what they were looking for.
FWIW, I'm almost certain they'll be expecting some kind of design work to be
presented. Don't go overboard and do the job just for the presentation, but
some hand-drawn A3 scamps usually go down quite well.
