Sure people have already told you about other hosts for dedicate
servers.
But for 30 quid(+vat) a month to me it seems like http://oneAndone.co.uk
can offer a fairly good deal for a dedicate root linux machine.
Another company that seems nr that price (but for a larger bandwidth) is
netrino @ http://netrino.co.uk/dedicated @39 a month.
I have no connection with them, just looking around to get a new server
after my current one with uk2 runs out. =20
Doesn't answer you're question about PHP / Mysql connections... But
imagine you could implement some sort of connection pooling ?=20
