There have been two problems going on I believe, one was an authentication
problem that would have stopped people from re-connecting if they get
disconnected.

And this:

"
The attached briefing is being sent to your Broadband Service Providers
now. Can you please ensure your Customers comply with this briefing in
order to avoid the spread of this virus and the degredation of service to
the Broadband Network and their End Users.

BT WHOLESALE

Due to the release of the Worms NACHI, BLASTER-D & WELCHIA BT Wholesale's
Broadband network has been suffering intermittent degradation of service.
This has been causing service problems to your End Users in the form of
difficulties with connectivity and a general slowdown in their broadband
service. This is due to the high number of End Users PCs and servers which
have been infected by the Worms and which in turn have been generating an
extremely high level of extra traffic such as ICMP.

In order to mitigate the effects of these Worms BT requires you (the ISP)
to communicate with your equipment suppliers and to immediately implement
any recommendations that they make. In addition, should your End Users be
affected by the Worms in the manner detailed in their Operating Systems
Suppliers website, then it is imperative that you communicate to them the
need for them to implement any necessary patches and fixes required. If
your End Users' equipment is affected by these vulnerabilities then it is
your responsibility to immediately advise them on the appropriate
disinfection processes to be employed.

End.
