A hub can run at 10 or 10/100 (or even gigabit) as can a switch.
It's not the hub- or switch-ness which defines the speed.

That said, these days basic switches are so cheap there's no reason to
buy a hub, and 10/100 gear is likewise so cheap there's no point
buying 10 only (in fact, you'd be fairly hard pressed to find any).
