You should also check you have something like this in the registry:
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Eventlog]
"Description"="Logs event messages issued by programs and Windows....

You could check msdn:
http://support.microsoft.com/default.aspx?scid=kb;en-us;162158 for
instance doesn't describe your situation but mentions the system error
1717 you're getting.

If there's no event viewer the problem is _deeper_ than just IIS.

Try running the iisreset command. It lurks in the system32 directory.
I've found occasionally on some Win2K machines that that is the only way to
iis running again but I'm not sure what triggers this...

If I make the page tall and narrow, the link and the last paragraph jump to
the bottom of the white area and leave a big gap.
