Have you tried http://www.timeanddate.com/products/worldclock/ ?
They claim to be developing clocks you can put on a site.
The biggest headache with this stuff is catering for Daylight Saving Time North & South hemispheres, not to mention when you
get only parts of states/countries that do it
I created a similar thing for a multi-nationals intranet using ASP and an Access database a couple of years ago that worked on
GMT/BST and since 90% of the countries they dealt with that observed DST switched at about the same time it simply adjusted for
the BST change over for those countries marked.
Kinda doesn't work too well with Sydney or New Zealand etc but then again it was only used internally as a guide to the
telesales guys.
I guess it depends on how many countries/cities you're going to be dealing with on how much checking/maintenance would be
required to make it acurate.
