I wrote something a while back which you can 'borrow' ;) from here:

It's mostly JavaScript with a fairly big list of city times.

It switches automatically with Daylight Saving Time, but I seem to remember
I did this bit in ASP. I don't have the original file (lesson learnt the
hard way: always get a copy of your work before you leave a company).
