So far no one's mentioned ASP.NET which is based on Microsoft's .NET
Frameworks, It can be used with any .NET programming language i.e. VB.NET,
C# and I believe there is or is about to be a PHP version for .NET! Also
.NET is not just Microsoft based anymore, look at the mono project for more
information http://www.go-mono.org
This will allow you to choose the platform, database and programming
language. So I suggest you go with the database based on information already
provided, the platform you feel happiest with and the programming language
you like (as long as it's .NET Compliant) and there are quite a few!
