FN-FORUM: self hosting

I have a client that runs their own servers and I've suggested
they host their website themselves and the IT guy has agreed.
But soon after going over this they lost their leased line
connection for an hour. So I'm now having second thoughts.
Other than this and a possible poor connecton to the UK
backbone, are there any other issues I should take into
account?
I know it's possible to have a back up of the site hosted elsewhere
that kicks in should the main site go down, how does this work?
Any downtime at all would be unacceptable.
