It *could* be used, but it doesn't make sense. Why not just upload a zip
file?
The plan is the system is to be used by quite 'non web savvy' users and
excel seems a simple solution for bulk uploading.... maybe not

Which language you using? It's kinda do-able with Java, and you could
probably do it with PHP by fiddling about with the COM stuff...
Language not defined yet, ASP, .net or PHP, I'm not worried and is prob down
to the selected programmer, I'm at Business Plan / Spec stage with lots of
variables to be defined, the important bit is the ability to bulk upload
content with the possibility of 20 images per record
Looks like this may present a problem...
