Start by identifying the data structures.
in English:
which bits of the menu are always the same type:
menu item, menu price, menu description.
if you can get the client to agree that they will stick within constrained
data fields then you could use a CMS. if they are vague about which exact
bits they want to amend, or they want to be more free text orientated,
then a CMS might not be a good idea.
custom designed CMS for adding/editing/deleting menu items shouldn't be
more than a weeks work for a competent developer. (ASP/IIS or PHP/MySQL
will depend on preferences and server OS) with you providing a design
template.
If they want to mess around even more (pictures, text etc) and you don't
want to get involved with CMS have a look at Macromedia Contribute, and
build in a "i'll fix it up if you break it" price into the contract.
