you need to install the quota tool. under debian it's apt-get install
quota

once you install quota for you distro you can either man quota to read
all about it or install a tool for managing quotas. under debian
apt-get install quotatools and apt-get install webmin-quota will install
tools to help you on your way.

under different distros YMMV but the tool is quota
