If you like, but I wouldn't. Bit wasteful of server-space, and user's
connection time/bandwidth etc

If he uploaded it yesterday, s/he probably will remember the
description, and if you have an effective search, finding it should not
be too much trouble, how many wellingtons would there be in the whole
library?

I'd seriously do it the other way round, upload the image once, and
allow the user to attach as many description records to it as they
like.
