I believe it's within the law to do the above in a b2b context within
the uk.

Your ISP, however, may not appreciate it. Check the AUP you agreed to
with a) whoever provides you home/office connectivity (ie, your
dial-up/ADSL provider), b) whoever provides your SMTP server, c) your
web space.

a, b and c may be the same entity.

If any of those says "don't send unsolicited mail" then you really
shouldn't.
