I've used HvMenu before. http://www.dynamicdrive.com/dynamicindex1/hvmenu/

It works fine in both IE and Firefox, and the nice thing about it is that,
with a bit of tweaking, you can make all the customisable aspects of it into
variables you can set up in Mysql, and so your site user can customise the
layout, colours etc to suit themselves via a cms application. (I used it
with php).
