Could be an own goal ........ most unemployed / redundant workers are
being pushed towards self employment if they can't find a new job
quickly enough. Might that be because it is better to have small
struggling businesses rather than unemployed people claiming benefits
? Now they want to discourage them. Most of the real small business
are not downsizing at all, they are just trying to get by.
